一、公司的资质和发展
上海富申国有资产评估有限公司成立于1994年，原系国土资源部中国地产咨询中心在上海设立的分支机构，是上海最早成立的资产评估机构之一。公司具备财政部资产评估业务和备案后证券业务资质，全国范围内从事国有资产和非国有资产评估业务，涵盖了整体资产评估、机器设备评估、商标、专利、专有技术、版权等知识产权评估和无形资产评估、以及资金监管、绩效评估等业务。
1999年，根据国家规定，完成脱钩改制，2002年起,公司成立了党、团、工会，充分发挥职工在民主管理中的作用。富申从首届至今担任上海市资产评估协会理事，公司参与了行业初期重大规则的制定和调研，公司的评估方法和案例被选为行业最早的《资产评估收益法理论和实践》，多次在《上海国资》、《解放日报》发表文章。还曾在《中国商标》发表《商标评估方法研究》，在《在中国资产评估》发表《评估方法的预测和选择》，为资产评估初期标准制定和评估业的发展，提供了理论依据。2014年12月，公司火灾财产损失评估项目入选中国资产评估协会“经典资产评估报告”，同时公司还入选了全国资产评估机构综合排名百强。为了推动上海品牌中心建设，公司董事长受邀担任上海品牌发展研究中心专家，参与了2012年“上海十大品牌”评审，公司还是上海市商标品牌协会会长单位。
公司董事长多次参加全国大大常委会审议《资产评估法》，为行业发展提出建议，推动《资产评估法》的出台，立法保障了行业的健康发展。

二、公司的业绩和声望
“富申”开创了首例商标质押、首例商标拍卖、首例商标收购价值评估等许多行业第一。公司具有严格的内部质量控制制度。为了保证各类报告的质量，公司始终遵循“独立、客观、公正”的原则，严格执行国家和上海市颁布的相关集资料、了解情况。在作业时期内，项目组各专业成员对委托监管对象，都必须亲临现场，仔细勘察，并对项目资金实际使用情况进行财务审核，开展监管工作。
1、资产评估的主要业绩及案例:公司较早对商务印书馆、中国科学院上海分院、上海鸿翔时装公司、中美合资无锡梅思安、上海置信电气、上海船舶燃料供应公司修船厂码头、上海聚科生物园区有限责任公司、上海中誉企业发展有限公司、光大创星股权投资基金、江苏晶标生物科技有限公司、上海徐汇软件发展有限公司、上海白猫（集团）有限公司、上海技术监督事务所、上海浦江缆索股份有限公司、上海常仁信息科技有限公司、上海外服报关有限公司等进行资产评估。
2、商标评估:我公司还对 “张小泉”、“吴良才”、“曹素功”老字号进行评估，还对“飞马”等商标进行拍卖评估。1998年，我公司对“白象”电池进行商标质押评估，这是上海第一家商标质押，也是当时全国最大一起商标评估案例，探索了商标质押贷款的新思路。1998年， 我公司对“老蔡”商标进行评估，“老蔡”商标被 “联合利华”以1000多万美元收购，被业内认为是国内迄今为止商标运作最成功的案例。我公司还对皮皮狗羊绒商标、天下粮仓商标、上联电器商标等商标进行评估。
3、司法重组评估:我们积极探索司法重组评估，解决了央企中粮集团参与的上海宝鼎投资股份公司司法重组，此项目涉及关联企业评估20多家，公司层级之多、资产规模之大、投资关系之复杂，较为罕见，我们发挥专业特长，高效完成评估任务，为央企重大资产重组和司法鉴定做出了贡献。
4、矿产评估:2019年，我公司接受委托，对有色金属矿进行清查评估，本项目难点在于时间紧、任务重、评估人员需要在短时间内奔赴全国调研、工作环境有毒有害，需要将不规则的钛矿、硫磺矿堆的体积、重量测算出来。我们结合不同专业联合攻尖，通过人工智能-应用无人机技术，借助计算机软件等技术解决了评估的难点，获得更为精准的数据信息，拓宽评估视野，破解工作难点，打破评估局限，提高工作效率。
5、绩效评估业务 2017年，公司中标上海市就业促进中心创业服务绩效评估项目, 该项目对上海交通大学、同济大学、东华大学、上海大学等28家已经授牌、并挂牌运行满一年的高校创业指导站、及在规定时间内提出建站申请的各高校创业指导站进行绩效评价，该项目历时近五个月，评估人员对项目所涵盖的103个单位、机构进行了逐一走访、核实以及打分工作，按时高质量地完成了绩效评价工作。
2018年公司绩效评价业务量再度增长，先后完成了上海市徐汇区财政局委托的徐汇区体育局2017年运动会项目群项目、上海市质量技术监督局委托的执法总队2018年绩效跟踪项目、局业务受理中心2018年检验检测机构资质认定工作管理经费绩效跟踪评价项目、局业务受理中心2018年工业产品生产许可证工作管理经费绩效跟踪评价项目等。
2020年起，我公司与临港新片区管委会建立合作关系，对管委会应急管理、社会稳定、党政办三个方面申报的多项财政项目进行预算评审，如环境综合整治、城市运行管理系统规划、智慧消防工作、安全生产工作、消防器材完善工作（微型消防站）、审计工作、信访矛盾化解及稳控工作、公安部门，进行合规性检查、数据采集、访谈、社会调查等评价程序。我公司在梳理、分析评价数据资料的基础上，结合绩效评价的思路和项目单位申报的方案和目标，以文件资料、访谈资料等数据为切入点，分析项目实施的可行性和重要程度，并通过市场询价法和横向比较法等方法对项目预算进行测算，评估预算资金的合理性。通过我公司的评审工作，为临港新片区有效地节约了预算资金，同时我们还以专业能力从项目的可持续发展角度出发，提出了项目的实施重点和难点，并给出有价值的建议，受到了临港新片区管委会的肯定。

I. Qualifications and Development
Shanghai Fushen State Assets Evaluation Co.,Ltd was established in 1994. It was originally a Branch of the China Real Estate Consulting Center of the Ministry of Land and Resources, being one of the earliest assets evaluating appraisal institutions established in Shanghai. We have the qualifications of the Ministry of Finance for asset evaluation business and post-recording securities business, and is engaged in state-owned and non-state-owned assets evaluation business nationwide, covering overall asset evaluation, machine equipment evaluation, trademark, patent, proprietary technology, copyright and other intellectual property evaluation and intangible asset evaluation, fund supervision, performance evaluation and other businesses.
We restructured from state-owned into non-public-owned in 1999, according to the China regulations. Since 2002, the company has established the Party Branch, the League Branch and Labor Union in order to bring into full play of employers in democracy management. Fushen has served as a director of the Shanghai Assets Appraisal Association since its inception. We participated in the early stage of the sector rules setting and survey. Our appraisal methods and cases have been selected as the industry’s earliest “Theory and Practice of Income Method of Assets Appraisal”(《资产评估收益法理论和实践》). We published articles on Shanghai State Property (《上海国资》), Liberation Daily (《解放日报》)several times. Also, we published Research on Methods of Trademarks Appraisal (《商标评估方法研究》) on China Trademarks(《中国商标》), Forcast and Selection of Apprasial Methods (《评估方法的预测和选择》) on China Assets Apprasial (《中国资产评估》), it provides a theoretical basis for the establishment of initial standards for asset appraisal and the development of appraisal industry. In December 2014, our report of the evaluation of the Fire Loss of Company Property was selected on the Classic Assets Evaluation Report (经典资产评估报告) by China Appraisal Society，and the company was also selected as one of the top 100 national Assets Appraisal Organization Comprehensive Ranking (全国资产评估机构综合排名百强). In order to promote the construction of Shanghai Brand Center, the chairman of the company was invited to serve as the expert of Shanghai Brand Development Research Centerand participated in the 2012 "Shanghai Top Ten Brands" review. The company is also the president unit of Shanghai Trademark Association.

2. Trademarks Assessment

3. Judical Restructuring Assessment
We actively explored judicial restructuring evaluations and resolved the judicial restructuring of Shanghai Baoding Investment Co., Ltd. involving the state-owned COFCO Group.The program involved more than 20 related companies. It was very rare that the case includes so many levels of companies, so large amount of the capital and so complicated investment relations. By our professional skills, the program was finished with high efficiency so that we contributed to major assets restructuring and judicial identification of central enterprises.
4. Mineral Assessment
In 2019, our company was commissioned to evaluate the nonferrous metal mine. Being pressed by the heavy task and short time, our appraisers need calculate the volume and weight of the toxic minerals. Combined with various expertise, through AI unmanned drone and software technology, we solved the difficult problems and acquired more accurate data. This approach broadened the view of the assessment, solved the difficult part of the work, broke down the limitation of the asset assessment work and improved the working efficiency.
5. Performance Evaluation
In 2017, our company won the bid for the Performance Appraisal on the Start-up Business Service provided by Employment Promotion Center of Shanghai. This project was to appraise the performance of the Universities Start-up Business Guidance Workstations which were licensed and operated for one year and had been applied for building within the regulated period in Shanghai Jiao Tong University, Tongji University, Donghua University, Shanghai University and other 28 universities. During almost five months, the appraisers visited, verified and graded 103 units and agencies involved in the program one by one. As the result, they completed the performace evaluation work with high quality on time.

Five of her written suggestions have been selected as the “Important supervision and Implementation” Recommendations (“重点督办”建议). She has been the project leader for the policy making in NPC, Shanghai Municipal Decision Advisory Committee for six times and Shanghai Government for four times. Her suggestions on the reformation in taxation and the construction of public finance system, provide an efficient supervision on the public finance and improve its performance, have earned the recognition from Xi. Also, her motions on “Revision of Anti-monopolization” in 2015, “Revision of the Law on Promoting Quality” in 2016, “Enaction of the Fiscal Law of the People’s Republic of China” in 2017, “the Supervision on Online Car-hailing to Maintain the Healthy Market” in 2018 and “the Cancellation of Appraisal Industry Barrier to Promote Healthy Development of the Industry” in 2019 are listed as bills in NPC. Ms Fan is selected as the “Advanced Deputy of the NPC” (全国人大履职先进) in 2012, 2017 and 2018.
From 2019, Ms Fan has expressed views on “Implementing Sci-Tech Innovation Board to Boost Capital Markets” during two sessions. People Daily was fully affirmative on her opinions. She also engaged in NPC Standing Committee discussion to help to promote the reform of new Securities Law in 2019. During two session of 2020, she proposed to reform supervision model and to implement Registered Stock Issue System for more strict delisting system to ensure the truth of information disclosure. This was affirmed by members of the Political Bureau of the CPC Central Committee and leaders of the Municipal Party Committee, thus promoting the implementation of Registered Stock Issue System on the Sci-Tech Innovation Board.
IV. Leaders’ Caring and Affirmation
On November 20, 2013, Han Zheng, the member of the Political Bureau of the CPC Central Committee and the Party Secretary of Shanghai with entourage and reporters paid a visit to our company.
Secretary Han had a warm discussion with our appraisers as he cared about livelihood project. Then he held a meeting to listen to the report of the company and gave affirmation to our work. He also gave a speech about market supervision, industry legal norm and technical standards setting, open government information and other three aspects. The speech pointed out the direction of industry development and gave great encouragement to the whole appraisers.
V. Social Welfare, Charity Activities and Precise Poverty Alleviation
Regarding social responsibility as the innate duty of a enterprise, Fushen takes an active part in activities of charity. To implement precise poverty alleviation, we visited impoverish mountain regions in Dabie Mountains for six times. After multiple communications with local government, a 1.3-kilometer road was built to connect the mountain area to the world outside. The average annual household income of local villages has increased from 70 thousand yuan to over 400 thousand yuan,
In June 2016, in response to the call of poverty alleviation of Hubei DaBie Mountains, Fushen purchased special local Hubei products like rice, lotus seeds from Hubei DaBie Mountains to support local development and set an example of being against discrimination of outbreaks region.
The company also participated in helping autistic children in Qingcongquan(青聪泉). On June 1st 2016, the company hosted autistic children art exhibition. The then Secretary of Shanghai Social Work Committee of the CPC, Vice Director of Organization Department of Shanghai Municipal Party Committee, Sun Ganlin along with leaders of Shanghai Assets Appraisal Association attended the activity，bringing understanding and caring of autistic children from the society. In January 2018, Fushen led to set up AiQing (爱青) special fund of Shanghai Charity Foundation which received 10 million yuan donation in three years. Vice President of Shanghai Charity Foundation and leaders of Shanghai Assets Appraisal Association attended the opening ceremony.
On October 2019, Fushen, United Front Work Department of Municipal Party Committee, Shanghai Charity Foundation and Jade Buddha Temple jointly held the public welfare activity to celebrate the Double Ninth Festival. Leaders of Shanghai Assets Appraisal Association and more than 700 elders joined. All the elders realized their wishes safe and sound. The perfect ending marked the ability of Fushen to plan large activities and social influence. Also, the activity helped to promote the high-quality development of the charity,
In 2020, after the sudden outbreak, the group director immediately donated 10 thousands clinic masks, 1000 surgery gowns, 400 isolation masks and 200 clinic eye masks worth 110 thousands yuan in total to Hubei province. She received 7 letters of thanks from WISCO staff hospital (武钢集团职工医院) and other units. She also persuaded other enterprises to donate 10 million yuan to Hubei through Shanghai Charity Foundation and received a thanks letter from United Front Work Department of Shanghai Municipal Party Committee.
